Elections set for Saturday, May 5; new officer joins police force

The regular meeting of Muleshoe City Council was held Monday, Feb. 12, in Muleshoe City Hall. Unofficial minutes of the meeting follow:

Members present were Mayor Cliff Black, Mayor Pro Tem Colt Ellis, Council Member Gary Parker and Council Member Earl Behrends.

Others present were City Manager LeAnn Gallman; City Secretary Zanea Carpenter; Randall L Field, CPA; Public Works Director Ramon Sanchez; Economic Development Director Kasey Coker; Gil Rennels, Channel 6 News; City Attorney Slater Elza, Underwood Law Firm; Police Chief Roy Rice; Eric Gruwell; and John Stiles.

Minutes of the previous meeting were approved.

Rice introduced new police officer Eric Gruwell.

Black moved and Ellis seconded a motion to approve the minutes of the Jan. 15 council meeting. Motion carried.

Black moved and Ellis seconded a motion to accept the 2016-2017 Audit Report as presented by Randall L. Field, CPA. Motion carried.

Parker moved and Black seconded a motion to reimburse Bailey County for the penalty and interest of taxes that were paid to acquire the property at 1315 W. American Blvd. in the amount of $120.21. Motion carried. (After investigation of this item, no disbursement was made.)

Parker moved and Behrends seconded a motion to accept the Muleshoe Police Department 2017 Annual Contact Data Report. Motion carried.

Black moved and Ellis seconded a motion to adopt Ordinance O-504-0218 Amending Structural Standards. Motion carried.

Parker moved and Behrends seconded a motion to adopt Ordinance O-505-0218 Amending Abandoned & Junked Vehicles. Motion carried.

Black moved and Ellis seconded a motion to adopt Ordinance O-506-0218 Approving Atmos Energy RRM Tariff. Motion carried.

Behrends moved and Parker seconded a motion to adopt Resolution R-736-0218 Authorizing the Submission of a HOME Grant Application. Motion carried.

Black moved Ellis seconded a motion to approve the contract with Muleshoe Independent School District for Election Services. Motion carried.

Ellis moved and Behrends seconded a motion to approve the contract with Muleshoe Area Hospital District for Election Services. Motion carried.

Ellis moved and Parker seconded a motion to order the City General Election to be held on Saturday, May 5, 2018. Motion carried.

Ellis moved and Behrends seconded a motion to order the City Special Election to be held May 5, 2018. Motion carried.

Black moved and Ellis seconded a motion to approve the Jan. 31, 2018, financials. Motion carried.

The mayor and council congratulated Zanea Carpenter for completing her recertification with TMCA, Inc.

Administrative reports included:

The city will hold a Wellness Clinic on Tuesday, Feb. 27, for employees and their adult dependents.

Work continues on the new lift station.

New bids will be opened on Thursday, March 1, for the ground storage tank project.

The date for Mule Days & Kickin’ Nights has been confirmed for Saturday, June 30.

Budget worksheets will be given to department heads and a council workshop will be placed on the agenda for the March 12 meeting.
