The regular meeting of the City of Muleshoe was held Monday, Sept. 10, at City Hall. Unofficial minutes of the meeting follow:
Members present were Mayor Cliff Black, Mayor Pro-Tem Colt Ellis; and council members Earl Behrends, Gary Parker and Lupe Mendoza.
Others present were Gil Rennels, Channel 6; Police Chief Gary McHone; City Manager LeAnn Gallman; and City Secretary Zanea Carpenter.
Black moved and Ellis seconded a motion to approve the minutes of the Aug. 13 Special Council Meeting. Motion carried.
Ellis moved and Behrends seconded a motion to approve the minutes of the Aug. 13 Council Meeting. Motion carried.
Black moved and Ellis seconded a motion to approve the minutes of the Aug. 23 Public Hearing on the 2019 Tax Rate. Motion carried.
Black moved and Ellis seconded a motion to approve the minutes of the Aug. 27 Public Hearing on the 2019 Tax Rate. Motion carried.
Ellis moved and Behrends seconded a motion to approve to approve the August 27, 2018, Public Hearing on the 2018-2019 Budget. Motion carried.
Ellis moved and Behrends seconded a motion to approve Ordinance O-507-0918 adopting the 2018-2019 Budget. Motion carried.
Parker moved and Ellis seconded a motion to approve Ordinance
O-508-0918 setting the 2019 Tax Rate at $.7852. Motion carried.
Black moved and Parker seconded a motion to approve Ordinance O-509-0918 Amending Chapter 4, Business Regulations of the Code of Ordinances, by adding a new article 4.300 Regulating Game Rooms and Amusement Redemption Machines. Motion carried.
Parker moved and Ellis seconded a motion to approve Ordinance O-510-0918 Amending Appendix – A Fee Schedule of the Code of Ordinances. Motion carried.
Black moved and Ellis seconded a motion to approve Resolution R-741-0918 approving the Atmos Energy Rate Case Settlement. Motion carried.
Ellis moved and Mendoza seconded a motion to award the bid for the Depository Contract to First Bank Muleshoe for the next three years. Motion carried.
Black moved and Ellis seconded a motion to approve the August 31, 2018, financials. Motion carried.
Administrative reports included:
The TML Annual Conference will be in Fort Worth October 10-12.
The city’s 2018 Seal Coat Program has been completed.
Work continues on the ground water storage tank project.
A site visit by Texas Department of Agriculture occurred on August 22 on the CDBG grant project. This grant will be for the update of some water lines.
Senator Kel Seliger will be in Muleshoe at 9 a.m. September 17 at AimBank.
Work has begun on a new stage at the park close to the softball/baseball fields.
Police Chief Gary McHone has registered with the National Association Town Watch and is preparing for “National Night Out” on Oct. 2.

Muleshoe’s Homecoming game is this Friday night. The Homecoming bonfire will be Thursday evening. There will also be some class reunions held this weekend. Best of luck to the Muleshoe Mules.
