The regular meeting of the City Council was held Monday, Dec. 10, at City Hall. Unofficial minutes follow:
Present were Mayor Clint Black, Mayor Pro-Tem Colt Ellis and council member Earl Behrends. Council members Gary Parker and Lupe Mendoza were absent.
Also present were Gil Rennels, Channel 6; City Attorney Slater Elza, Underwood Law Firm; Public Works Director Ramon Sanchez; Police Chief Gary McHone; Economic Development Director Kasey Coker; City Manager LeAnn Gallman and City Secretary Zanea Carpenter.
The meeting opened at 5:32 p.m.
Black moved and Ellis seconded a motion to approve the minutes of the Nov. 12 council meeting. Motion carried.
Black moved and Behrends seconded a motion to approve the minutes of the Nov. 13 public hearing. Motion carried.
Ellis moved and Behrends seconded a motion to appoint Police Chief Gary McHone as the Local Rabies Control Authority for the City of Muleshoe. Motion carried.
Ellis moved and Behrends seconded to approve Resolution R-745-1218 terminating the Type A Economic Development Corporation. Motion carried.
Behrends moved and Ellis seconded a motion to approve Resolution R-746-1218 authorizing the creation of a Type B Economic Development Corporation. Motion carried.
Black moved and Ellis seconded a motion to approve a memo of understanding between Bailey County EMS and City of Muleshoe for an Emergency Mobile Command Vehicle. Motion carried.
Black moved and Ellis seconded a motion to approve the November 30, 2018, financials. Motion carried.

The Muleshoe Police Department will host their first Unidos meeting from 6:30 — 8:30 p.m. Dec. 11, at the City of Muleshoe Training Facility.
The Muleshoe Police Department will be hosting “Coffee with a Cop” again from 8 a.m. to 10 a.m. Monday, Dec. 17, at McDonald’s.
Muleshoe EDC hosted Leadership Muleshoe on the morning of Saturday, Nov. 15. Matty McLain offered “Getting Things Done” and Slater Elza offered a session on Employment Law.
The City held its annual Christmas Luncheon at noon Wednesday, Dec. 5, at the City of Muleshoe Training Facility.
Shorty Flores, an employee of the Muleshoe Area Public Library, has announced her retirement. The city will honor her with a reception from 3 p.m. to 4 p.m. Thursday, Dec. 20, at the library. She began full-time employment at the library on Oct. 1, 1993.
The Muleshoe Chamber of Commerce Christmas Parade will be held on the evening of Saturday, Dec. 15. “Shop the Shoe” campaign also concludes on the 15th.
