The regular meeting of the City Council of Muleshoe took place at 5:30 p.m. Monday, Aug 12, at City Hall. Unofficial minutes follow.
Present were Mayor Cliff Black; Mayor Pro-Tem Colt Ellis; and council members Gary Parker, Earl Behrends and Lupe Mendoza.
Others present were Gil Rennels, Channel 6; City Attorney Bryan Guymon, Underwood Law Firm; Public Works Director Ramon Sanchez; Police Chief Gary McHone; City Manager LeAnn Gallman and City Secretary Zanea Carpenter.
The meeting opened at 5:30 p.m.
An opportunity for Public Comment was held concerning the 2018 Consumer Confidence Report (Drinking Water Quality Report). There were no public comments.
Black moved and Ellis seconded a motion to approve the minutes of the June 10 Council Meeting. Motion carried.
Black moved and Ellis seconded a motion to approve the minutes of the July 25 Special Council Meeting. Motion carried.
Parker moved and Behrends seconded a motion to approve Ordinance O-512-0819 Approving the Renewal of the Franchise Agreement with Atmos Energy. Motion carried.
Ellis moved and Black seconded a motion to approve Resolution R754-0819 Adopting Civil Rights and Fair Housing Policies in Conjunction with the City’s HOME/HRA Housing Program. Motion carried.
Black moved and Ellis seconded a motion to reject the bids received for the TxCDBG Water System Improvements. Motion carried.
Parker moved and Behrends seconded a motion to propose the 2019-2020 tax rate of $0.7852 per $100 valuation, which includes $0.6176 for Maintenance and Operations and $0.1676 for Debt Services. Votes were:
FOR: Black, Ellis, Behrends, Parker and Mendoza. Motion carried unanimously.
Black moved and Parker seconded a motion to set the public hearings for the 2020 tax rate and budget for 6:45 p.m. Tuesday, Aug. 27, and 5:15 p.m. Wednesday, Sept. 4. Motion carried.
Ellis moved and Behrends seconded a motion to appoint Carroll Precure to the Muleshoe Economic Development Board of Directors. Motion carried.
Black moved and Ellis seconded a motion to accept the June 30, 2019, Investment Summary. Motion carried.
Parker moved and Ellis seconded a motion to approve the July 31, 2019, financials. Motion carried.
Administrative reports included
a. Xcel Energy has issued a Notice of Intent to file a base rate case.
b. Movie in the Park will be Aug. 15. We will be showing “The Lion King.”
c. TML will be holding a “Small Cities Workshop” in Slaton on Aug. 28. The SPAG Annual General Assembly Meeting will be Sept. 18 at the Spirit Ranch.
e. TML Region III meeting will be Sept. 19 in Lubbock at the Scottish Rite Learning Center of West Texas.
f. The TML Annual Conference will be in San Antonio Oct. 9–11.
g. Congratulations and thank you to the Chamber of Commerce on another successful 4th of July Celebration. Thank you to Public Works, Police Department and the Fire Department for all the work put in for a successful event.
h. The Muleshoe Country Club “Mule Days & Kickin’ Nights” was held June 29. Thanks to all for the combined efforts to make this a great event.
i. The Muleshoe Water Park will close for the season on August 18.

Council member Behrends left the meeting at 5:55 p.m.
At 5:55 p.m., Council convened a closed session in accordance with Vernon’s Texas Codes Annotated Government, Section 551.074 Personnel Matters–City Manager Evaluation. Council reconvened in open session at 6:47 p.m.
