The regular meeting of Muleshoe City Council took place at 5:30 p.m., Oct. 17, at City Hall. Members present were Mayor Colt Ellis, Mayor Pro-Tem Earl Behrends and member Crystal Alercon. Members Lupe Mendoza and Gary Parker were absent. 

During Administrative Reports, it was announced that the City of Muleshoe was one of three finalists for a 2022 Municipal Excellence Award in public works for cities under 25,000 in population. The city was recognized for its solar light walking trail project during the 2022 TML Annual Conference in San Antonio. 

“To be one of the top 10 finalists is quite an honor for the city of Muleshoe,” said City Manager Ramon Sanchez. 

Council approved the minutes of the Sept. 12 council meeting. 

Council considered Resolution R-786-1022 designating the official newspaper for the City of Muleshoe. Council is required to designate a particular local newspaper annually. At the recommendation of staff, council moved, seconded and approved a motion to designate the Muleshoe Journal as the official newspaper. 

Council considered awarding construction contract for project activities associated with Homeowners Reconstruction Assistance #1002804. The award is subject to Texas Department of Housing and Community Affairs approval of project activities request for extension and Contractor approval in the System Award Management (SAM.gov) RS. The city solicited a bid for the construction. 

“This is probably the third time we’re going to award these bids. All the paperwork has been submitted, approval for the extension of the project has been granted, and the contractor is actually working on the loan,” Sanchez said. 

The contractor Legacy Built out of Lubbock was the only bidder and has met all the criteria. Council moved, seconded and approved the motion to award the contract. 

Council considered an agreement for professional administrative services for the 2021-0024 HOME Grant Program Contract No. 1003226. 

“The city has been awarded an additional contract to build additional homes and has solicited bids or proposals for a grant administrator. South Plains Association of Governments is the only one to administer the next home grant program,” Sanchez said. 

Council moved, seconded and approved the agreement. 

Council considered approval of changes to the monthly dues charged by Muleshoe Country Club as stated by the Lease Agreement between the City of Muleshoe and the Muleshoe Country Club. The Lease Agreement says that any changes to dues must be approved by City Council. 

The Board of Directors of the Muleshoe Country Club is raising dues $25 a month on full, associate and social members, and $30 a month on junior members. 

“I’m sure their cost of doing business has gone up like everybody else’s cost of business over the last six to eight months,” Ellis said. 

Council moved, seconded and approved the motion to approve the changes. 

Council reviewed the City of Muleshoe Investment Policy. A motion to approve the policy was made, seconded and approved. 

A motion to Receive Investment Report and Financial Statement for the quarter ending Sept. 30, 2022, was made, seconded and approved. 

In Administrative Reports: 

a. Council member Lupe Mendoza and staff attended the SPAG General Assembly meeting on Sept. 15 in Lubbock. 

b. Council members Mendoza and Behrends along with staff attended the TML Region III meeting in Lubbock on Sept. 22. 

c. A flu shot clinic was held for City of Muleshoe employees and adult dependents at City Hall on Sept. 30. There were 20 participants. 

d. Council and staff attended the TML Annual Conference in San Antonio on Oct. 5-7, with 3,500 attending. TML is scheduled to be in Dallas next year. 

e. TMLIRP held a photo contest for their yearly calendars. City of Muleshoe won the Pool’s first calendar photo contest. A couple of calendars are available.
